More than 21 years in the making, North Harbour has officially been declared a Priority Development Area (PDA) by the Queensland Government, paving the way for a new waterfront community and a major boost to the Moreton Bay region’s economy.
This landmark project will transform more than 570 hectares of prime riverfront land into a world-class lifestyle destination featuring a 400-berth marina, waterfront village, and extensive open space. Once complete, the North Harbour PDA is expected to generate thousands of local jobs and contribute more than $568 million annually to Queensland’s economy.
The declaration of the PDA marks a significant milestone for the long-held vision to create a vibrant marina precinct at Burpengary East, a place where lifestyle, business, and recreation come together on the river, by the bay. It will also deliver one of South East Queensland’s largest publicly accessible waterfront parklands, opening 12 kilometres of Caboolture River frontage for community enjoyment for the first time in 160 years.
Other major community benefits include a diverse range of new homes, significant environmental rehabilitation, and infrastructure planning that supports the region’s long-term growth.

The declaration of the North Harbour Priority Development Area (PDA) is expected to drive significant economic and employment outcomes for the Moreton Bay region and wider South East Queensland.
Independent research indicates the project will support more than 6,500 ongoing jobs upon completion, representing a substantial contribution toward the City of Moreton Bay’s long-term employment targets.
The economic impact of the PDA is equally significant. Research undertaken by Urbis estimates the Marina Precinct alone will contribute an additional $4.49 billion to the construction industry over the life of the project.
Once operational, North Harbour is projected to contribute approximately $568 million annually to the Queensland economy, with more than $456 million expected to directly benefit the Moreton Bay region each year.
Beyond employment generation, the PDA will support broader regional investment through tourism, marine industry, hospitality, residential development, and supporting infrastructure, reinforcing North Harbour’s role as a catalyst for long-term economic growth.

Enjoying the great outdoors will take on a whole new meaning for residents and visitors to the Moreton Bay region under the North Harbour PDA.
From a new boating paradise to an unrivalled 400 hectares of riverfront parkland, the project will create extraordinary recreational opportunities that will be enjoyed for generations to come.
For the first time in more than 160 years, this riverine, once privately owned and inaccessible, will be opened to the community. The PDA will unlock 12 kilometres of the Caboolture River, creating space for recreation, sport, culture, and tourism in a spectacular natural setting.

The North Harbour PDA represents a once-in-a-generation opportunity to strengthen Queensland’s maritime future and capture a share of Australia’s $68 billion marine industry.
Perfectly positioned between Brisbane and the Sunshine Coast, North Harbour will complete the missing link in the Moreton Bay boating network, delivering a 400-berth marina, 500 dry storage docks, 562 private pontoons, and fuel and maintenance facilities.
Beyond the marina, the precinct will open new doors for tourism and lifestyle experiences including yacht hire, fishing and diving charters, waterfront dining, hotel accommodation, and conference spaces, creating a vibrant destination both on and off the water.
The marine industry precinct will provide space for boat building, repairs, maintenance, and training, supported by direct access to the Bruce Highway and proximity to the North Harbour Business Park. Together, they will form a dynamic marine industry cluster north of Brisbane, supporting hundreds of skilled jobs and generating more than $100 million annually for the local economy.
The North Harbour Marina Precinct is envisioned as a vibrant mixed-use waterfront destination integrating residential living, hospitality, tourism, retail, recreation, and public open space.
Planned waterfront amenities include cafés, restaurants, specialty retail, public promenades, gathering spaces, and community-focused destinations designed to create an active and connected riverfront environment.
A diverse range of housing outcomes are proposed across the precinct, including apartments, terrace homes, townhouses, detached housing, and waterfront residences, supporting housing diversity and long-term population growth within the region.
Over the next 10 to 15 years, the precinct is expected to deliver approximately 3,700 new dwellings while supporting increased visitation, tourism activity, and local economic growth.
The Marina Precinct will form an important extension of the broader North Harbour community, creating opportunities for people to live, work, visit, and connect within a unique waterfront setting.

Environmental excellence has been at the core of planning for North Harbour, which has achieved highly sought-after EnviroDevelopment accreditation, an independent assessment of outstanding performance across waste, energy, materials, ecosystems, water and community. North Harbour has been awarded accreditation for all 6 EnviroDevelopment categories.
The North Harbour master plan maximises the amenity of the Burpengary East reach of the Caboolture River while respecting adjoining bushland for the passive enjoyment of generations to come. This grand, meandering river frontage will also be safeguarded as the North Harbour Marina is developed.
Specific environmental benefits under the North Harbour PDA include further rehabilitation and protection of the banks of the Caboolture River, improved water quality to support biodiversity and additional revegetation of riparian areas.
Around 57 hectares of advanced offset for marine vegetation has been completed, while 40 hectares of terrestrial vegetation for endangered marine plants is also under way. Other work includes 13 hectares alongside 1.5km of river frontage replanted with native species and 140,000 native seedlings planted on the Raff Creek riparian corridor.
The new 400 hectares of regional open space will be integrated with those areas already protected as part of earlier approvals at North Harbour.

The vision for North Harbour Marina was first conceived more than 21 years ago. It was declared a Significant Project by the Queensland Government in 2006, almost a decade before the first residents moved into their new homes at North Harbour.
In 2009, the Queensland Coordinator-General accepted the project’s Environmental Impact Statement (EIS) and recommended full approval, including the marina precinct, subject to a range of conditions. Since then, North Harbour has secured further planning and environmental approvals, with the marina now recognised as a top priority for the City of Moreton Bay.
In 2012, North Harbour received approval under the Environmental Protection and Biodiversity Conservation (EPBC) Act, and a four-step pathway to facilitate the marina approval was agreed with Moreton Bay Regional Council and the State Government. The first residents joined the community in 2016.
The community now features seven parks, 6km of riverside mountain bike trails, walking paths, free weekly activities such as yoga and parkrun, and a heritage precinct showcasing the history of the original Moray Fields settlement, listed on the Queensland Heritage Register.
In December 2023, the State Government recognised the proposed marina site within the SEQ Regional Plan and included it in the urban footprint. Then, in 2025, the North Harbour Marina Precinct was officially declared a Priority Development Area, unlocking a new era for waterfront living, recreation, and marine industry in the Moreton Bay region.
The North Harbour Marina Precinct is a joint proposal by North Harbour Holdings and Trask Land Corporation, two Queensland-based organisations with more than 30 years of development experience.
The project partners have delivered award-winning outcomes across the urban development, tourism, marine industry, and construction sectors, with specialist expertise in waterfront communities, marina development, mixed-use precincts, and long-term masterplanning.
Together, the partners bring the experience, capability, and long-term vision required to progress the North Harbour PDA in alignment with State Government and City of Moreton Bay objectives.
